BUt the Browser, or any other Smalltalk window, is not a real Mac window. It is an internal object to Smalltalk. As far as the Mac is concerned there is only one window, the entire Smalltalk desktop. What you are trying to do is analogous to marking a word in MacWrite, or a circle in MacDraw, and trying to drag it out of the MacWrite (MacDraw) window.
