Upon direct inquiry, Apple has told me that they do not intend to repair this (indeed, they do not deem it broken) in OS versions 6.x. However, they have announced support of disconnect/reselect protocol in OS version 7.x (I am not sure I should believe 7.0), which will REQUIRE arbitration in order to work properly.
