Strike 1 :-).  CMGetConfig, CMSetConfig, CMSetupXXXXX calls, and CMChoose 
all can operate on connection records that are not open.  They also work 
on open eonnections.

Strike 2 :-).  CommToolbox IS a part of System 7.0.  Period.  It WILL be 
in the system file, not a separate file like Easy Access.
