GCC as it was installed on our system cannot compile many ANSI C
programs because is is apparently lacking the ANSI standard include
file <stdlib.h>.  I noticed that G++ has one however.  Is this an
oversight in GCC or due to incorrect installation?  Also, both GCC and
G++ appear to lack <locale.h>, but this is a relatively obscure one
which I'm not as concerned about.
