I admit this is more difficult to do, but it is consistent with the Principle of Least Astonishment. I'll bet that the RFC requires GMT, anyway. The folks who have brought us the Network Time Protocol (NTP) are stronly convinced that GMT is the only sensible thing to exchange between systems.
