I am having a problem rebuilding my history file with the command:

   expire -r -I -e 9999 -E 9999

It stops after complaining that:

   expire: Bogus local distribution rejected

and no new history file is built.  Could somebody please enlighten me
on what is going on?  I run Bnews version 2.11.  Thanks
