I wonder how you'd feel if you came into your driveway at night and there were 3 or 4 dogs in a pack in your driveway? Would you be a little frightened maybe since you don't know if the dogs are going to attack or not? After all they are only doing what NATURE intended them to do and by your "logic" their owners are not irresponsible (even if they ARE subject to fines?
