It seems to me obvious that cat owners should be considerate of nature and their neighbors' wishes and keep their cats from destroying wildlife as much as possible. However, neighbors of cat owners should respect the opinion of some cat owners that cats are happiest when they are allowed to sow some wild oats (afterall, only a cat really knows what makes a cat happy). Some sort of compromise should be able to be reached by decently civilized neighbors long before military intervention is necessary. So--talk to your neighbors about the problem, not the network.
