We're building a class library using Mac Allegro CL 1.2.2 (anxiously waiting
for 1.3) and PCL (Victoria Day version).  Does anyone know of tools which would
be useful in this environment for embedding documentation in the code and then
extracting it automatically for human consumption.

I'm thinking of things as simple as a scanner to extract specially delimited
comments plus function/class/method definition headers, etc., up to WEB-style
tools.
