The overlap will allow time for the "newgroup" news control messages to a) propogate, and b) be acted upon by sites that choose to _manually_ create new newsgroups. [Propogation can sometimes take upwards of a week. I have no estimate on manual newsgroup creation time, since this depends on human intervention. :-)] I think the _overlap_ I propose will yield a much smoother transfer.
