You still have to license it and get a distribution, but it is fairly cheap (like around 100-150 dollars). The CMU stuff I put out on CLVMS.Clarkson.Edu are pretty much just some patches to various things to make it work under V5 (this is for version 6.3 of CMU/TCP, the newer version, 6.4 works out of the box under V5). Try contacting Bruce Miller @CMU (brm@spiff.andrew.cmu.edu) for more info. He is the person who is the current maintainer of the package.
