On my modem (an Everex 24+) ATV0/ATV1 have to do with switching from
verbal (1) responses to numerical (0).

To change volume, or loudness, it uses ATLn, where n has these values:
    0   Low volume
    1   Low volume (same as 0)
    2   Medium volume (default)
    3   High volume
