I called ATI and there is a board design flaw that disables the board from working in the 31.5 khz mode with some monitors (the ones that I had qualified - and Ultra-14 and Mitsubishi 1429C). The problem according to ATI was that the board has internal filtering to pass FCC, and likewise the monitors included filtering - thus providing too much filtering and keeping the monitor from getting in sync with the ATI. I was issued an RA number, and ATI mentioned that they changed all boards in stock and production runs to fix this problem.
