CLIPS is really a forward-chaining rule-based language and I don't believe
there is any direct handling of uncertaintly, since it's basically an
if-then-else type of system.  You could write functions to handle uncertainty,
but that's the only way I know of to handle it within CLIPS.

I recommend that you get CLIPS 4.3 if only for its availability at your
location.  It contains all of the C source code used to write the entire
system and programming interfaces, which also is valuable.
