Apple does not decide when the MacWorld Expos occur. In fact, if you realized how little pull we have with Mitch Hall and Associates, the folks that put on the MacWorld Expo, you would never have made this asserition. The story that I have heard about the change in schedule is very simple: Mitch Hall and Associates forgot to sign up with the Mascone Center for their usual date. When they realized this, the first available date was the current one. Nothing sinister here. I think that this situation points out something that should be taken into account when examing things that happen in the MacWorld, and in the world in general. Quite often it is something totally inoccent that people try to interpert into something with sinister implications.
