Also, maybe I have a different view of the CT than Tim, but I see it not as an add-on product (such as MacTCP) but as a new piece of system software that includes a way to retrofit it into earlier versions of the System. As such, it belongs in the System, just as much as List Manager did when it came out, or the new TextEdit package, or whatever. From a pragmatic point of view, I can agree with Tim that it might be nice to be able to install & de-install the CT easily until System 7.0, but I think that the design goal of making it an integral part of the System override this concern, especially given the fact that it does take pains not to permanently gleep up a lot of memory on small machines--this makes the major concern one of disk space, as I see it.
