Subject: "Policy" & "Mechanics", how to distinguish?

	A year ago when I was learning UNIX in an OS class, the instructor and 
the textbook mention the issues to distinguish the "POLICIES" and "MECHANICS."  
	Even though I seems to understood the concepts at the time, I have 
troubles to apply them.  Can anyone "enlighten" me ?
