In GNU Emacs 18.55.5 of Thu Dec  7 1989 on mizar (berkeley-unix)

backup-buffer should ask the user about deleting excess versions of a
file BEFORE it touches the file (specifically before it rename to
another name). Doing the query earlier prevents important files from
being nonexistent for a long time if user does't answer.
