OK.  Here's the plan.  Of course it will have to be voted on, but, hey--
Usenet is the one shining star of how voting works well in democratic
environments.
 
MODERATE the sucker.  Yeah.  That's right.  Choose a moderator for
talk.bizarre.  That way, he, she, or it can decide unilaterally if
an article sent to the group should be crossposted to rec.boogars
or talk.to.your.plants.
 
Preferably, the moderator should be a user from The Portal System.
