Not necessarily. Look at Barry's time zone. I says "EDT", but it probably should still read "EST" (we're only in January now). This points to a general deficiency of the way, computer vendors are dealing with the computer system clock and time zone. Almost all computers we had so far had to be brought down and re-IPLed to change the system clock, and our IBM even needed a system generation twice a year to change the time zone information (we now have installed a mod, I obtained from John F.
