 On Cathy Issacson's question and Mark Hinnebusch's related question, there are
 some things to consider:

 In the purchasing arrangements, either for network upgrade or other upgrades,
 was the new software an upgrade of an existing license or was it the purchase
 of a new license? What is the status, as far as the vendor is concerned, of
 the old software? For a state agency, are titles to goods usually held by the
 state? Similarly for corporations, is title held by the corporation? Best.
