The editor will convert your block source to files if you want. You can have blocks on files and it would take an evening or two to put together a block editor if you really wanted to. The software floating point, from Kent Brothers (VP-Planner) has been provided through Jack Brown to run on F-PC. It's got lots of tools. Now if you're quite serious about blocks and/or simplicity you could look at PYGMY and that would only take a few hours to get acquainted with.
