Can any one tell me if any of the ones available >for the Amiga can use all 32 bits in the CPU expantion? All of them always did. The Amiga was born a 32-bit machine, as Commodore was very explicit about how to support 32 bits properly. As for other added features of the 68030, both Lattice and Manx C compilers have compile-time switches which allow you to choose to use special 68030 instructions and addressing modes, but if you use those, then your programs won't work on a plain 68000 Amiga.
