I interpret that statement to mean that no money can flow from the recipient of the software to the provider, regardless of how the distribution is made. I could make the same sort of argument that online services make, that the charges are for "time spent" as opposed to the "product exchanged". In fact, this IS how I regard my distribution fees. They cover all the material and time costs involved in transfering (hopefully) exact images of a master disk to the recipient, without regard to the material included on the disk.
