Is there such an animal and does it help control the scroll on the SE/30 ??

I saw in MacWeek mention of a CDEV (I think) that helps the SE/30's
scroll slow down so the user can read it better.

It is supposed to be free.  If you have it could you send me a copy or
could it be posted on the binaries.  I watch the binaries fairly closely
and have not seen anything like this.  We do not have ftp here (noone
understands how to get it either).
