I couldn't seem to get a reply via email to the questionaer about Scroll Limit,
but here is the response if you're out there:

Yes, there is such an animal.  I'll send you a binhex if you can't get a copy
through the following means:

FTP to Sumex-Aim

You will find a file called scroll-limit.hqx in the /info-mac/cdev directory.

Hope this is of help.  The cdev lets you choose between three different
speeds for scrolling.  A pretty useful cdev.  And yes, it is also
freeware.

Let me know how it goes and if you have any problem getting a copy.
