If you notice the ABLED is emphasized.  People are not disabled they may 
have a disability, but that does not disable them from being people.
We all have some disabilities, some more pronounced than others. It 
seems tome we should focus on the person and not necesarily on the 
disability. What is normal?  People with disabilities come in all sizes 
shapes etc some are very smart (Mensa members even) while others are at 
the other en of the scale when it comes to intelligence and of course 
thewhole gamut in between.
