A friend of mine recently needed 1.3 and went looking in vain at two
local dealers. The story he got was:
  "We gotta order $2000 worth of stuff to get 1.3 kits and why should we
   do dat when 1.4 is just around the corner."

Without being too obvious:
1) Does Commodore actually have a such a self-defeating minimum order
policy ?
2) What does just around the corner mean in this context ?
