To slow down an AT to 4.77 MHz, try SLOWDOWN.COM, one of the DOS POWER
TOOLS package (by PC Magazine/Ziff Davis, a 1200-page manual and disk of 
some 200 utilities.)   This one has parameters for slowdown factor, and
it does not take long to work out by trial and error what setting suits
some particular software item.
