You will see that the quality of a computer- generated fax image is much better than the quality of a scanned image. My company, QMS, has a product called UltraScript PC that can convert PostScript to either TIFF or PCX files at the "fine" fax resolution of 203x192 dpi. Most fax products for PCs accept one of these two formats.
