It's not the top level that encourages the flames, it's the subject.
Would talk.politics.misc have less flames if it was placed in comp? If
you want to be safe from flame-fest then moderation is the way to go.

Anyone who believes that misc is free from flames is encouraged to
check out misc.headlines. (Which to me just seems like an annex to
t.p.m. since many articles are cross-posted to both groups.)
