The delays are due in part to Congress refusing to pass the BBBA, the Big Bang
Budget Act. Thank Gramm-Rudmann for that.

And even then the preparation of the environmental impact report will
no doubt delay the thing for centuries. . .         

We may have to settle for a Little Bang, but after all a little bang
is better then no bang.
