I read an interesting series by Timothy Zahn about a human
civilization engulfed in the middle of a larger alien sphere
that did all its governance (including voting and "advertizing")
by net.
The stories are Cobra, Cobra Strike, and Cobra Bargain and
should be available in most Science Fiction paperback shelves.
