Fish disk #197 has a find command that does just what you want.

It supports the following expressions:

-name -perm -type -size -mtime -exec -print -newer

It has a new expression, -prot, that checks a specific permission ( -perm
checks all of the bits).

It supports and, or, and not also.

It comes with source (C).

It works great for me.
