As I noted, that was quoted from technical documentation -- not intended for casual perusal: the machine does have to be running at 1MHz but it is quite capable of changing speeds on its own -- this is done for all I/O currently anyway. That comment was intended for developers who might actually have to deal with the situation and not for end users.
