Try to observe if it is gradually losing time, or if it is consistently off
by the same amount.  I drove myself nuts trying to figure out why my system
was gaining 15 minutes a day, until I discovered that the change was sudden,
not gradual.  A PC Networking package was setting the time to what it thought
was correct!
The Epson PC-XT clone had it's own clock, with driver.  Maybe you aren't 
resetting the Real Time Clock when you adjust the DOS time.
