At a convention in Minneaoplis last year where Walter K. and George T. were hosts, they both mentioned having discussed various ways of bringing them into ST:TNG. Seems that although kind of nixed, the possibility was left open. I'd love to see everyone other than the characters of Spock and Kirk show up. And I wish George and Walter had had a chance to write the last movie script - apparently this was discussed but William S. would not accept it - after all "we (Spock and Kirk) are the reason people watch the movies.
