The unlicensed tranmission of any signals strong enough to do what you want is illegal, and might also interfere with other listeners or users of other legitimate radio services. How would you like to be the person waiting for an ambulance - when said ambulance can't hear the call due to your interference? If you neighbor won't respond to a simple verbal request, complain to someone else - the apartment manager, if you're in a rental situation, or to the police if separate homes.
