Luckily, This is international waters & not legally owned or controlled by any person or govermental body. I guess NASA owns the same legal books that the US Navy does. It sure is a good thing that they are only interested in the safety of all those poor dumb international 'fishermen'. I also suppose that congress isn't too concerned about adhering to signed treaty regarding launches of orbital vech's either.
