	I am working on a VMS system trying to translate a UNIX 'C' program to 
run under VMS.  The program uses the 'utime' function to change the creation
date of the file.  I need to know what run-time-library to link with or what
'#include' to use so it works.  I found a very brief reference to it in the
VAX 'C' book in an appendix but no help as to how to use it.  Can anyone help
