I believe it allows ground radar to pick you up quicker, Actually, ECM (standing for Electronic Counter Measures) is simply a term standing for possibly several systems to electronically foil the enemy. Some systems include signal jammers (lots of noise so a seeking system cannot lock on), blip enhancers when several systems are trying to decoy to each other, etc). Originally, ECM was simply jamming, nowadays its possibly several systems that have evolved to deal with different types of target aquisistion and tracking systems.
