Pexec does this for you.  Its normal mode is :

Pexec(0,...) : loads; starts; frees memory on exit.  This is NORMAL.
Pexec(3,...) : Loads; does NOT start yet.
Pexec(4,...) : Start it now, its already loaded.  Debuggers use this.
Pexec(5,...) : Lets you do your own loading into a TOS image.
Pexec(6,...) : Like 4, but different memory ownership.
