This may be a silly question, but why couldn't someone simply post a
UUENCODED version of PKZIP, with a line in the header that looks
like  "Distribution: usa" ?

Is there something wrong with that solution, or am I missing something
REALLY stupid? 

(not counting broken mailers that pass it along to the "other side",
but then, that's THEIR fault, not MINE......:-)
