On our NeXT, the root filesystem continually fills up over a period of several weeks until it runs out of space and work becomes impossible. It's got nothing to do with /tmp filling up. After a halt and reboot (shutdown is not enough) everything is back to normal, i.e. about 150M bytes on / are freed up.
