It's not (quite) as bad as first appears. Packets for the 3090 are buffered at the 8232 for a short while, to see if they can be aggregated with other packets. Under load, this means that there will be only 1 I/O interrupt on the 3090 to receive many packets from many different sources. This helps quite a bit.
