I have "NNTP_VISUAL" = "CALLABLE_TPU" and no definition for NNTP_EDITOR.

Works just fine for me (VNews 1.3-2, a local improved version of VNews)
If it doesn't work for you, try asking your local news administrator, 
or re-posting your question including which newsreader you're using.
