I think makelib operates under fairly conservative assumptions about how
complex the C code in header files like ioctl.h is going to be.  It
can't translate every possible C construct into working Perl; if it
could, it would be called 'c2p' and supplied as a full C-to-Perl
translator, not just as a symbolic constant header file converter.
