I am posting this for someone else, and here is what he asked:

I am not an avid user of the system news mail.  Would you mind doing me
a favor?   I am using public domain  mg (micro gnu emacs) version 2a.

It has a awful side effect of clearing the execution bit when you
write out the file.

Would you ask about for a patch or a newer version without this bug?
