A "grep TIOCSIGSEND" on /usr/include/sys/* in HP-UX 7.0 (300 series) gives
the following:

/usr/include/sys/ptyio.h:#define        TIOCSIGSEND     _IO('t', 93)

I assume that this is the TIOCSIGSEND you are looking for.
