 This is getting monotonous.... This is, lets see, the fourth time this
popped up in the net in the past 6 months. NO such rulemaking is
pending. There IS no docket number. Some kind soul probably saw this
somewhere, assumed it was real and happening now, posted it to a BBS,
someone with net access saw it, went into terminal panic overload, 
posted it and on, and on, and on..... 

I just realized we're coming up on a full moon. Maybe THAT'S a good
excuse for this to pop up again....  <sigh>
